Report a translation problem
Needless to say there is nothing EVE related running under Task Manager, so why it thinks it is running i do not know.
The only way i can get around this is to browse local files ...Steam\steamapps\common\Eve Online\Launcher/ and run the evelauncher.exe.
This loads up the launcher as it is supposed to and i can play, until i close it off and it does NOT say EVE is running until i come back to it minutes or hours later and it is suddenly running again by itself!
What seems to happen is that when you close the EVE Launcher, the window closes but Steam says it is still running. If you try to relaunch EVE, it says that it is still running and won't restart it. At first I couldn't seem to find anything EVE related running.
I persisted and, after listing processes by memory usage, I found Launcher for EVE Online (32 bit) was still taking up 46.7 MB of memory, 16-17% CPU time and occassional flashes of disk usage as well.
I'm not entirley sure whether it was happening before or not, but I first noticed it happening after switching to the 64 bit version. Reverting to the 32 bit game did not solve it so I switched back to 64 bit, but at least I know how to find and close the launcher. However, the launcher closure issue needs to be resolved.
Thats a big prob sice it means its eating up my Omaga Time for skilling a new toon.:( What a Piss Off
Edit: Uninstalling Eve in steam and then reinstalling it again the next time I launched the game it got a small update that fixed this issue. No idea if it was a coincidence in the timing or the previously installed version was not checking for updates.
With regard to Eve not launching directly from Steam this may be an issue on Windows 7 due to Windows Game Explorer no longer connecting to its server and effects a few older games that use it.

I had to install the Eve Launcher to my desktop (From Eve's website).
The installer found the data already installed by Steam.
Never log in to Steam to play EVE.
