You can fit it with a flight of ECM drones and some to spare. Like old tristan this new version also works best when shield tanked.
http://wiki.eveuniversity.org/Tristan is a solid fit and is meant to take benefit of the Tristans long targetting range, preferably while someone else is tackling the target.
You're not supposed to run with your MWD on except to cycle it once for approach, if you do get drained by just rails then you need more capacitor skills and badly as hybrids are almost on par with lasers for eating capacitor (and cap is life anyway).
Do note that controlled bursts (in weapons skills gategory) also significantly reduces capacitor consumption, especially with blasters.
If you have EFT you can swap skills on it until your fit is cap stable with distrupter and weapons on, then it's just a matter seeing what skills you lack on what levels and to act accordingly.
That being said i've never personally used Tristan that much as the old iteration had mixed weapons of missiles and hybrids, instead I've used mainly Ishkur as my ship of choice in frigate combat and I absolutely loved my little "jousting snowmobile".
I think the problem is that my capacitor skills ♥♥♥♥, I didnt even consider that because I'm a newbie and have basically no idea what I'm doing. I'll try to raise them a bit and see where it gets me.
Would it be better to go for an afterburner rather than a MWD or are they about the same in terms of power consumption?

To answer your question though: mwds make you much faster, but drain more capacitor, and blow up your signature radius as a result. They also have a built-in capacitor penalty. Check the attributes tab.
