Traffic Control?

Game wouldn't allow me to jump into a system and a dialogue popped up stating I had to wait 75 seconds.... what gives? The system I was trying to enter only had 10 players.

The annoying part was the warp effect that wouldn't go away either. Just stayed on my screen well after the timer expired and I still couldn't enter the system.

Was there time dilation too?

I went ahead and restarted the client. Everything was fine afterwards.
