Skirmishes are constant, every day and ongoing. If you join a large alliance their standing fleet will be constantly active chasing around interlopers and there will be a ping for content every 3-4 hours or so.
They have added a bunch of things to the game which now allow you to essentially carry out raids against nullsec sov holders by looting things like goo from drills and accumulated rat bounties from ESS, which means that docking up and waiting for raiders to leave is now less of an optimal tactic. If the locals do not chase you off then this can even be done solo. I have claimed several multiple hundred million ISK ESS payments solo because the locals did not want to fight me and I have provoked numerous fights I otherwise would not have gotten without this system in place.
I can't speak for high-sec incursions, but I know that some groups are still running.
Thanks! I have not been gone long enough to not know of ES's. Glad to hear the blue donut starting to form cracks, its about time. I heard pocos now are raidable, so more skirmish interactions, yay!
Ty about incursions. Its just a convenient way to make isk in a relative safe way using an out of alliance, single man corp alt.
