Adding an Agent to the Addressbook
What does it mean or refer to?

Adding it to the contacts list means that you can quickly find them on contacts, you can convo them or right click set destination to plot a route to the station they are in. you can convo an agent remotely (double-click on them in the contacts window), and they will give you info about the mission they have, but you'll have to go dock in the station they are in to accept any mission. (some missions can be completed remotely, but not all of them, I think some of the epic arc missions can be completed and accepted remotely)

They should automatically get added to contacts if you accept a mission from one of them.

you can find this window by going on the Neocom (sidebar) press the E symbol at the top, Social > Contacts.
