To bring 10MN Afterburner I online requires 50.00 power units, but only 34.40 of the 49.20 units that your power core produces are still available.
What are my options with regard to acquiring the "availability" of 34.40 units?

I don't know what ship you are trying to fit but it sounds like if you manage it to fit a 10MN afterburner, the ship will just be good for running away from things.
I like the idea of training up certain skills although my ship is exceptional at running to and from things, the purpose of afterburners is to decrease distance, much more than running to and from I'll have you know.

You're trying to put a cruiser-sized afterburner on a frigate. That is indicative of an impractical "joke" setup, and of course it will be hard to fit that way. There are only a select few very special use cases in the game where oversize propulsion mods are used, such as for "bumping" ships.

The thing about speed and acceleration in this game is that ship weight is part of their calculations, and propulsion modules increase your ship's mass considerably. I'm not going to go into details because the formula is fairly complex (you can Google it if you want to), but the end result of putting an oversize afterburner on your ship is that your ship will actually have a lower speed and slower acceleration than if you were to use a regular-size microwarp drive. The only benefits you're getting from putting an oversize afterburner are that you won't have your propulsion mod shut down by warp scramblers as in the case of the microwarp drive, and your ship will have much more mass, which helps if you want to bump other players greater distances.

If you insist on using an oversize afterburner, then you'll need to get a lot more power grid. Aside from the Power Grid Management skill that increases your PG by 5% per level, the only way you can get more PG is through rigs and modules. For frigates, your best bet is to use the "Micro Auxiliary Power Core I" module, which gives a baseline +10 PG (and more for better versions of the item). Otherwise, the "Reactor Control Unit" module and the "Ancillary Current Router" rig increase PG by 10-15%, depending on version.

But in all regular use cases, using a normal-size propulsion mod will be better than an oversize one, considering that you could use speed-increasing mods and rigs instead of PG-increasing ones, and have much greater acceleration and agility while having nearly the same speed.
