It also counters normal warp scramblers (has short range, up to 11.25km) with their strength of 2. But it won't counter faction warp scramblers since they have a strength of 3. UNLESS you are also flying a ship with innate warp core strength such as the Venture (starting mining ship).
Do note that warp core stabilizers are not effective if you are flying combat ships since they tank your stats.

You achieve this through:
Intelligence.
You want to be looking at local chat to see who is in your system. You want to be checking your directional scanner to see what ships are nearby, potentially incoming towards you. If you are in an alliance, you want to be checking your alliance's intel channels to track the movements of hostile entities in your region. If you are doing all of these things, it is not possible to get warp scrambled because you are also employing:
Preparedness.
You want to be pre-aligned to a safespot, so if you need to warp out in an instant, you can. Even if you failed to pay attention to local and an enemy T3 Cruiser uncloaks on you, you then have around 9 seconds to click on button in which case you instantly warp to your pre-aligned safe spot. Can you think of any other live-action game where when an enemy tries to trap you, you have 9 seconds to respond with a single mouse click in which case you are released to perfect safety? I can't. In any event, if for some reason you did fall asleep and woke up warp scrambled you still have:
Measures of last resort.
Carry a flight of ECM drones and unleash them onto the attacker. There's a decent chance that in the time it takes for them to kill you, your drones will jam them and you can get away - you could even try to use a burst jammer for this purpose too. If you are in an alliance, you should be in your alliance's standing fleet when you are vulnerable and in space. Send out an alert and have your alliance buddies warp in, kill the attacker and save you. Or finally, depending on what your respective ship types are, you may have a good chance of destroying or fighting off your opponent, especially if you are in a high-DPS PvE ship which is effective against smaller targets such as an Ishtar or Golem but alas you should never rely on this. All else failing, you still have one last hail mary:
Slingshotting:
If your opponent is roughly the same size as you and has selected "Orbit" on you, hit approach on them and turn on your afterburner, this will disrupt their orbit and cause them to automatically turn and fly away from you, disable your AB cycle, and as soon as it turns off, turn your ship around and align toward a warp out spot in the opposite direction to which they are flying and overheat your afterburner back in that direction. They will have so much speed and momentum in their direction that this will push them past the range of their warp scrambler for a few seconds, breaking the scram and giving you the chance to warp out safely. This take a while to nail down and I would recommend practicing with an alt or friend.
