I got the marshal on one character and several years later i want to project discovery again for another marshal bp but i'm a one account andy. it looks like project discovery limits the highest level you can obtain by how many skill points your character has. i'm reading 25 levels per 1 million. Is this still in place this absolutely limits me from ever doing project discovery again cause ccp cannot be ♥♥♥♥♥♥ to make a new project discovery.

I have a 16m character who has just hit lvl 428 in Project Discovery. As omega he can gain 6 levels per day, as alpha 3 levels.

There are definitely restrictions on very new characters who get project discovery levels too quickly. It can even prevent you from doing any Proj Discovery for several days as your SP catches up.
