Players pay specifically for training time. There's even a whole secondary micro-transaction market built around skill points. Also, the game has always been advertised as one in which progress is permanent, and the world is persistent. They legally can't reset anything without going out of business very quickly.
And while a new server is theoretically possible, they would never do that because it would split up the population, which would be catastrophic for the game.
So none of what you propose/desire will ever happen. There's no use in even discussing it.
Why is it that whenever someone suggest something for the benefit of "new" players, it usually ends up being for the benefit of those that have played the longest?
That said, I don't remember this being the total warhammer hub.
Next is that EvE has injections as a catchup mechanic so nobody should really struggle in the long run to find a place in the universe next to all those veterans.
The only thing that CCP really could do to EvE is finding ways to let more casual players take part in the universe in terms of pve / carebear content. Which I'm absolutely sure will be reality one day in the future of EvE. I really don't think that CCP can keep the game running without collecting those types of players in the long run. So to me this is like the most logical step I could ever think of. Adding gameplay mechanics that aim to bring exactly those players to EvE, that are simply not interested in PvP and all it's risk / penalties. The main core of EvE players will stay exactly where they are and do what they enjoy to do.
