That depends on you... your training level, the modules you train for, prefer... the faction you prefer them from.

You can technically make any ship "fast," but if you're looking for speed as a primary focus, and can't afford/fly interceptors, then you'll want one of the four "speed" frigates (one for each race). They are the Atron, Condor, Executioner, and Slasher. Those will be the cheapest options. After that, you're looking at navy/pirate frigates and T2 options, which will either be expensive or require advanced skills to use.

You can never go wrong with the Caldari Navy Hookbill or the Gallente Police Comet

If you go the fed navy comet route, be sure to pick up the police skin for it (to fly around space "arresting" all the bad guys! (everyone's guilty of something)). The skin's relatively cheap.

I remember a few years ago, I went around one-shotting Comets every once in a while. Not sure why I did it. I mean, there were other, more expensive frigates I could take out with one or two blaster volleys or a 720mm strike on the undock. But no, it was always a Comet. Maybe because the Comet pilots got particularly angry when it happened?

Garmur is a pretty fast little frig with decent dps, nice for Burner missions (and it looks cool). As for T1 frigs, the Condor is my fav. It costs peanuts and you can have much lols with it, it can easily get 4k speed with a cap stable fit.
