What is good beginner solo PVP ship?

Ive been away from Eve for many years but I think im going to come back for some solo PVP for a month and see what develops.

What is a decent affordable solo PVP ship these days?

I read that the Rifter has been nerfed and isnt what it use to be. I definitely want something i have a fighting chance in that is somewhat cost effective.

As far as skills for what im asking here i dont think it will matter. My skills are far past the average beginner pvp skills.

All my navigation and i think gunnery is maxed. Missile skills are up there too. I can fly just about anything. Last time I remember playing I just putchased an Orca.

So whats the beginner PVP meta today for someone with millions of SP in pvp skills?

Gallente stuff should still be top dog for "solo" pvp, unless there have been major changes recently.

Incursus. dual repping is not bad though you will be killed by kiters.

Tristan. drone based is nice using mwd and long point to kite.

Condor. using light missles and MWD with twin tracking disruptors. Just dont fight anything firing missles at you.

Atron. aka the Durptron possibly the cheapest ship ever all T1 fit where you just dirp into things exspecting to die but sometimes dont :D (Though not that great on its own much better in a small gang of around 3 to 5)

Rifter. The rifter is actually not half bad as a bigginer pvp ship with all the different ships rocking around and the diversaty you have the chance at a good fight most of the time.

Thats just the most obvious of the T1 frigates but to be honest now days 90% of the T1 frigs available will do PVP quite well.

Though to be honest if your looking at getting into pvp and you dont have any experence look into joining faction warfare the battles in that are 90% frigates and there are great people on the gall mill side that i used to run with.
Though I am a little biased my first go at pvp was in faction warfare.

I don't know why I gave you the cold / hot stats. ALWAYS overheat your guns and reps. Overheat your MWD, Point and Web when you go for tackle, stop overheating those when you've tackled your target. PREHEAT 'EM IN WARP.

Cap stable @ 30% with MWD + nos on
Cap stable @ 83% with nos, but no MWD.
If you drop the nos it's not cap stable at all.

If you switch the MWD to AB you can use the rig slot taken by the overclock for an armor/hybrid turret rig, giving you more DPS/tank.

You could also drop the speed rig for more DPS or Tank if you want, too.

This was a pain in the ass to type on this tiny phone, by the way.

Thanks for the tips guys. I will look into those setups. I actually was mistaken, my gunnery is not all maxed, mainly just my projectile turrets through large, and all my navigation and core skills. I looked yesterday and I have about 28 million SP. Most of which are all PVP stuff except some planetary interaction stuff. Mostly Minmitar stuff.

I might mess around and level up some hybrid turret, and laser stuff and just play around with everything.

I'm actually not new. I have done a lot of PVP but this is my first time back since 2013. So i'm super rusty and struggling to grasp basic combat and keyboard commands. I lived in null sec for a very long time in an allience called space monkey alliance, in Pure Blind back in the day, and ran with red vs blue for a few years.

I am so rusty though I dropped red vs blue last night in fear of getting blown up in high sec since I had to spend a good few hours grasping just how to fly and kill pirates again.

Eve is definitely not like riding a bike.
