Besides, CCP hasn't taken the option of making it so alphas have locked safeties, and can't commit crimes, off the table yet. Personally, I hope they don't go that way but I can understand the reasoning for why it would be considered.

Yes, only mining frigates T1 (tech 1 venture) , all other mining ships are unusable.
Combat ships go up to Cruiser. Again no ship above Tech 1.
