So in short, I'd say I like exploring and participating in combat. I am also a fairly laid back player, I don't normally get toxic unless I am already in a not so cash money mood and get bull shat on.
You don't have to worry about other players being there longer, or not being able to "catch up" to anyone. The game has a constant stream of new players entering, and old players leaving, so it's not really a concern.
The faction/race/etc. you choose don't matter at all, so just go by whatever appeals to you in terms of looks.
When you begin, go through the tutorial and career agents to get refreshed. Since you already dislike mining, I don't have to warn you to stay away from it. Just train for combat and exploration, and do that. Join a corporation soon, and try to avoid generic high-sec PvE corporations. Do your best to get some exposure to PvP training as soon as you can, because understanding that component of the game will enable you to become successful much quicker.
