we had a 'blackout' (no local) before and a lot of players in null were not amused. threating CCP in forums that they would unsub and all that crap. even better, null leadership told their pilots to not rat in bling ships during blackout.
I was on the other end of the spectrum. running fleets in combat recons (they dont appear on dscan) and cloaky stuff. while it was great at first, pretty much all regions became dead after a short while as simply nobody undocked. ratters/miners where scared as their beloved intel channels didnt work anymore and even defense fleets were rare.
so I expect to not see that again as CCP obviously has an interest in keeping their player numbers. we did have a few good fights in the beginning though (mostly against other roaming fleets) and I personally liked the wormhole feeling of no local and relying on dscan. to me as a scout it was fun to not know if I'm in warp to a 100man munin camp on a gate or not.
as for 'too easy to gank', no. its actually the opposite. while yes, you can see if players are somewhere in system (or lobby as you call it), they will also see me appear in local a good 2 seconds before my jump animation finished and I'm actually in system. now I still have to see if they're in space, dscan, warp and get tackle. so local actually works in favour of ratters and gives them a lot of safety. this goes for all space though. if you are mining in high sec and got groups like CODE set to red, you will see them when they jump into system before they actually finished the jump animation. you can align and just warp if you see the 15 catalysts on dscan.
