Buying Eve Packs on Steam for Non-steam account that is linked to the launcher

Hi,

I opened an account as a hauler alternative. My main account is steam-bound, meaning it doesn't have a username and it was created for my steam account. I opened an alternative account using the eve-website with username. Everything is fine by now.

I live in Turkey, steam applies half the regular dollar rate to prices (since the Turkish Lira crashed and it literally makes it impossible to buy games in the current situation). I want to buy "meteor pack" for this account, but since it is not steam-bound I am not sure if I can do it through steam. If i buy meteor pack through steam it is 50 TL for me, if i buy it through eve-online website it is more than 100 TL for me. Added this information so that you know I am not asking this for a trivial difference.

Do I have any way to buy a meteor pack from my steam account to this non-steam account? I want to get the recruitment benefits for referring to it.

Unfortunately it'll only go to the steam-created account.

Can I make a seperate steam account and add only this new account to that new launcher and buy for it? It will again be website generated but also will be the only account on that steam launcher.
