You may not be able to take from them if your criminal setting is locked. Next to your capacitor there's a little dot, if it's green then you won't be able to take any action that will flag you in any way. If the dot is yellow, you can make suspect actions that will allow players to attack you. If the dot is red, you can make criminal actions which, in high sec, will call down the wrath of CONCORD on you.
Oh, okay. I was unaware that looting gave a suspect tag.
The same applies to containers.
But now I know.
For reference, I don't usually attempt to loot or salvage other people's kills, but this particular spaceship graveyard was floating around without another player in sight.
And loot that wreck, too.
