The elusive 15% discount on Omega Game Time

CCP writes in the news section of the store page:

Pilots who play through steam can enjoy 15% off Omega Game Time, as well as 50% discounts on the Standard and Premium Editions of EVE Online.

Steam refuses to give me the discount for the Omega Game Time I bought (a year), with the motivation that only players who have never subscribed before are eligible. Is this the opinion of CCP as well, and, if so, where does it say so?

If not, I would ask CCP to please work this out with Steam.

The Steam support just answered mine very same question, she clearly reply 'If you are first time it will have discount,' and 'The price will just be the one the (recurring) page shows' sort of answer lol

The email of CCP even said if you 'Re-add Omega Time you will have it,' not like original price will be a kill, but one time only indeed felt very sad

"Re-add". At this point it must be considered false marketing.

Almost a week ago, I received that email. Because of that "re-add" I created the support ticket. Still waiting. Nothing fixed.

They don't care. Lesson learned.

The discount you are seeing is only available for users who have not used EVE Online subscription before.

Since you have previously used EVE Online subscription, you will only be able to purchase from the prices available on the Steam Store.

I also got two of those responses written by parrots, which made me rant a bit, then I got:

We'll see. I'll probably take it up with EVE's support if Steam keeps stonewalling. Ultimately CCP are the ones who've been making promises.

Fair compensation for a twelve month subscription with a lost 15% discount might be 45 days of game time, 500 plex, or a month of dual training, IMO.
