Depends on your ship and your activities
If you can't use Tech 2, go with the Tech 1 variant. There are meta modules who are as good as Tech 2 or even better, but they are very costly and Tech 1 will do the trick just fine.
The different variants of each weapons system have their place.
For example, the dual 180s don't hit as hard as the 425's but they track better, fire faster, and carry more ammo. So if you think you're likely to face frigates, the 180s might be the way to go but if you're going to be facing BCs or BSs then shoehorning on 425s maybe your best bet.
It also means making trade offs between CPU/PG. The large caliber weapons take more resources to use, maybe leaving less for tank depending on the ship.

Granted, this is from a primarily pve perspective(I only engage in necessary pvp, personally). If you are intending to engage in pve out there, move into a VNI and/or Gila as quick as you can. An okay fit VNI drone boat can reach up and over 10mil ticks and Gilas far surpass that and aren't much more to get into than a VNI.

You can play for free, but won't have the perks of Omega clone.
Alpha state is akin to a trial that never expires.
That said, don't take that to mean you will HAVE to pay for a subscription to get into Omega state(full access to ship trees and skills).
Alpha limits you to the 'basic' and, I'd say, into the early points of 'mid' game skills and fits. You won't get into anything considered specialized, but you can put together decent fits for ratting and participating in group pvp, at the least. Mining is a little limited because you can't get into ice or out of the Venture and exploration is a bit iffy, especially with wormholes, because you won't be able to cloak or get into hulls that are designed toward high risk exploration.
In my opinion, the key to playing Alpha state for an extended period(presumably to grind the ISK to buy PLEX to buy Omega state time) is to find and get into a good Alpha friendly corp.
Your best bet in making decent amounts of ISK as an Alpha is either to find pve players or groups that will let you salvage behind them in higher level mission and rat running as well as ratting yourself.
I personally prefer Minmatar for almost purely aesthetic reasons, but race does affect you more as an Alpha because you will be limited to only that race until you go Omega. As such, as wonderful as projectile weapons are and as beautifully trashy as Minmatar ships look, Gallente seems the way to go if only because you can get into a Vexor to rat with. I don't know what ship Gallente has that would be good for salvaging, but I used the Thrasher before I got my Noctis.
Salvage Catalyst used to be the only way to go.
If you just do PVE combat sites and mine etc in high sec it gets so repetetive you can lose the will to play and you will be missing out on the great social side of playing a co-ordinated strategy with your team mates which for me make EVE addictive. if you can get into a cruiser with a reasonable fit (look them up) then you will be ok in someone like Brave - try it - if you dont like it join another group and try that they all slightly differ but some may be more active in your timezone so suit you better. - dont try and haul all your stuff to your new home - most new groups will give you enough ships for free to get started - ask them how to get to thier home system and they will likely have a good route planned out and much advice. have fun!
