Go out into a .5 or .6 system (not lower), and hop around the belts kills NPC pirates. You can do this in a T1-fit frigate. You'll get the hang of combat, and will make a few million ISK in bounties and loot. Take that money, and start exploring the market. You can use this[everef.net] site to do a quick price comparison between the major hubs (Jita, Amarr, Dodixie, Rens, Hek). Find something with a big spread (at least 50%), then buy a few of that item where it's cheap, and put it up for sale where it goes for more. Initially, stick to items with high volume, such as T2 ship modules. Apply some common sense to your predictions, and ask here if you're not sure. You'll quickly find that your money starts snowballing.
I know this isn't what you asked about in your post, but since you mentioned money, I wanted to give some advice with regard to that. You don't have to be a trader. If you don't like it, you can stick to traditional PvE methods, such as ratting, missions, exploration, etc.
I'll take a look at the Coercer later to recommend a setup, unless someone beats me to it. But the gist of it is that you want an active armor tank consisting of a small repairer and some resistance modules, a heat sink or two to up your damage, an afterburner and a webber (or possibly a capacitor battery), and a rack of small lasers (make sure to keep them uniform, of the same type). Rigs might be out of your price range, for now, but you'll quickly become able to afford them.
Tell you what: you come up with a setup for your Coercer, and then paste it here for us to critique.
as for a fit, check out the eve univesity website. these guys have fits and tips&tricks for pretty much everything in eve. here's the coercer: https://wiki.eveuniversity.org/Coercer
check the pve beginner fit. to get these fits into your game just click on "EFT", mark everything in the EFT window and just copy it with ctrl+c. now jump ingame and go to your fitting window. on the left side where you also find your skins, there are 3 little lines on the bottom left. click on them and it will give you the option to "import from clipboard". you now have the fitting ingame and can simulate it and save it. if you can upgrade anything, feel free to do so.
and lastly, some pve options for your coercer. it should be able to handle lvl 2 security missions from the agency window. you can also check for beltrats like Shotgun suggested and also go for combat sites. to see combat sites you just press alt+p in space to bring up the probe window. undock the little window with the green anomalies from the big map and put it somewhere on your screen. these green anomalies are combat sites you can warp to. the cool thing about these sites is, that some have a chance for a faction spawn. this means a single named rat ("True Sansha" for example if you are in Sansha space) can spawn at this site which then has a chance of dropping faction loot. this faction loot can be some ammo or it can be a module worth 100mil+. yes, even in highsec you can get these drops. go for "Hideaway" and "Den" sites. here is the overview on eve uni: https://wiki.eveuniversity.org/Combat_sites
oh, and if it looks like you wont survive, just warp. there are just a few rats (mostly Rogue Drones) that will point/scram you. so you can pretty much always warp away. dont mess with the Triglavians though. they will eat you alive.
