As for the dreadnoughts though... No, they cannot enter high sec through either use of their jump drive or by using stargates. The same is also true for Rorquals, carriers, super carriers, force auxiliaries, and titans.
That said, there are several dreadnoughts in high sec. Most notable is probably the Veldnought that lives in Amarr and can occasionally be found mining Veldspar in the local asteroid belts.

But keep an eye on the GMs, sometimes they like to play with the bots. 😉
Freighters, while technically captialships, can still enter high sec. Jump Freighters can also enter highsec but only through the use of stargates and not their jumpdrive.
Orcas can go anywhere but Rorquals, the orca's big brother, falls under the same rules as dreadnoughts and carriers.
The real dividing line between what capitals are allowed in high sec and which ones aren't comes down to the ability of the ships in question to tank. Freighters and Orca's, for all the hit points you can squeeze into them, don't possess the abilty to fit a true capital tank.
