Can Alphas fly Omega ships on the test server?

I really want to fly a Vedmak around because in my opinion it's the coolest-looking ship in the game, but I don't have Omega, nor do I have any desire or willingness (or funds) to upgrade. But I still want to take it out for a spin and maybe kill a few rats with it.

i had an account that had not synced to Sisi and was still alpha. I bought PLEX with ISK and was able to upgrade to omega on test. So, no and yes.
