Recruit a friend and Steam? Possible?
Would it be possible to use the "Recruit a friend" function to recruit a steam user to the game so that they create their account on steam but the bonuses still apply? If so, how to accomplish this?

Dont think so. But it doesnt really matter. He just has to create the account as usual with your link, after that he can start eve via steam and connect the new account to the launcher.

This would be pretty much the same result

But would that allow the new player to take advantage of the Steam Premium package for that account since it won't actually be a Steam EVE account?

No. But from what I know I strongly advice you to NOT buy anything via steam for eve. Lots of people havent gotten what they paid for.
