There must be some misunderstanding here.
1) Cormorant is not a frigate, it's a destroyer and it's not missile based. If you think of destroyers, you mean probably Corax.
2) Heron is not a combat frigate.
First, let me show you how to recognise what ship is good for certain tasks. It is not directly related to what you're asking but it might help.
Open the Ship Tree (EVE menu above your portrait -> Ship Tree) , switch to Caldari tree if you're not there, and then hover with your mouse over frigates. You will see that they have different bonuses.
Condor = missile bonus and warp scrambler/disruptor bonus = combat ship with PVP twist
Bantam = bonus for remote repairing = logistics ship ("healer" ship)
Kestrel = missile bonus = combat ship, missile boat
Merlin = hybrid guns bonus = combat ship, gunboat
Heron = bonus for core probes = scanning ship
Venture (not Caldari) = bonus for mining = mining ship
To answer your question: whether you use a frigate or a destroyer (all T1 destroyers have combat bonuses) is up to you, pick up the one you like more, or you feel you're better at. In any case:
If you stil have problems with ECM, you can do this:
First, you should train for sensor compensation skills, which makes you more resistant towards ECM. Level 2 or 3 should be enough to make you much less vulnerable. Skill depends on the ship's faction, for Caldari the skillbook name is : Gravimetric Sensor Compensation . If you plan to fly other ships, you may want to search in the market for other "Sensor Compensation" skills.
Second, as already adviced, you can use a module called Sensor Booster (and variations) and load it with ECCM script. You need only one script, it loads into SeBo the same way as ammo but it's not spent like ammo.
Yes... Yes, they did. They took a bunch of "redundant" mods and combined them. Mostly having to do with sensors.
Oh my, and imagine they renamed "Magnetometric" "Ladar" etc exploration sites into "Data", "Relic" and so on , so now everyone understands it! The horror! And what about tiericide, now you don't have to decipher which module has the least CPU/PG usage or least penalties to something, you just look at the name! How dare they! It's as if we actually want to play the game and not study @ some bizarre university!
Having to remember that magnetometric site is ... what was it, data? adds exactly what to EVE? It's obfuscation for the sake of obfuscation.
