The meta of a Rattlesanke in a lvl4 is to MJD out to range and pop your sentry drones and snipe with cruise missiles.
The Tengu however you have to fly around and kite the enemys and kill them with missiles. The key for the Tengu to survive is speed and range since the Tengu dosen't have much EHP.
Depends ofc on your playstyle.. If you like to be on the safeside and sit at range with a buttload of EHP and snipe go for the Rattlesnake.
If you want to be a badass and get some action and fly a ship thats both fun to fly and looks good, go for the Tengu.
You ALWAYS go the safe route in PVE. It's your money maker, not your rep builder. Go Rattle, do like Gjerri said, make some ♥♥♥♥♥♥♥ ISK, then get you some killmarks on your PVP fits.
faction ships are easier to skill into and manage they just cost a bit more ; if you've got the dough use guristas stuff for that easy life ; don't get ganked
You don't need a T3C for normal ratting, only if you do DED sites.
