Well I can tell you now looking for a faction with the "best" ships will never work because the game is fairly balanced. Something else will always be able to take you out. Most people would tell you to go Gallente though as drones are useful in both PvP and PvE then whenever you decide to train into another factions ships you will already have drone skills trained up to go with them. Most ships use drones it is just that Gallente specialize in them. Hope this helps a bit. Goodluck

Considering the skill limitations alphas face, I'd say go either gallente or caldari, but one can make do with the other two. Quick overview of the ships alphas have access to:

Gallente: Armor tanked, use drones and hybrid turrets to do damage.
Caldari: Shield tanked, use missiles and hybrid turrets to do damage.
Amarr: Armor tanked, use lasers and drones to do damage (not sure if alpha amarr get much in the way of drone skills).
Minmatar: Some ships shield others armor (not sure if alphas can train skills for both tanking types), use projectile turrets and missiles to do damage.

If you want speed: Minmatar is a good bet.

That said, I recommend Gallente.
Vexor is the best brawling cruiser in T1 for Alpha clones.
Atron is fun.
Incursis is fun.
Drone Damage is great for Alphas because they don't miss out on T2 Ammo.
Very high damage on all ships.

Alphas can of course learn both Armor- and Shield-skills. Omega simply unlocks the more advanced and specialized skills and lifts the cap on skill-points.

Alphas are however locked to the T1-ships (from frigates to cruisers plus industrial, for mining ONLY the Venture) of their chosen faction until they get enough PLEX or subscribe for Omega-status.

For an Alpha it doesn't matter so much which faction you choose. You can only learn very few drone-skills so Gallente is just as good as Caldari or Minmatar for you.

I would not recommend Alphas to go Amarr though, and here's why:

Effective Amarr-fits need skills and skill-levels that Alphas have only very limited (if at all) access to. Plus, most of their tier-one ships are relatively weak.
