If you can get your hands on a Guardian-Vexor you can use 10, I think. However there are only a few in the game, less than 25 if I had to hazard a guess. I wouldn't be surprised if there were even fewer.
You can mitigate it with Warp Core Stabilizers (one point per), but not prevent it if your enemy has enough warp disruptors/scramblers (points vary) to beat your total warp strength.
Guardian-Vexor is worth probably the price equivalent to your house.
Your ship has Warp Strength 1. Warp Disruptor removes 1 Warp Strength, Warp Scrambler removes 2 Warp Strengths. Warp Core Stabilizer (WCS) adds 1 Warp Strength. So to protect yourself from 1 warp disruptor you need 1x WCS, if you anticipate let's say 2x Warp Scrambler, you need 4x WCS.
Bubbles (like the one you've been at the beginning of the tutorial) and Heavy Interdictor's infinite points cannot be avoided with WCS.
