Short answer: Yes.
When omega status ends, alpha rules are imposed. So, for example, I'm only able to take advantage of roughly 5-6 million of my 130+ million skillpoints and can only fly t1 gallente cruisers and frigates, despite having the skills to fly every sub cap and most capitals short of titans.
Of course, if I was going to log in more regularly I'd start paying again.

What nonsense is this?! I started playing 2 weeks ago and was just planning at the very moment to buy Omega, 3 month subscription. My understanding is I can only train for 3 months and thats it, but I could use all the ships I trained during the 3 months.
If this is the business model of locking everything out, then I'm not interested to play this game as everything gets locked. And the subscription is expensive for a game like this. I have to pay R300, only for 3 months when I can pay R300 on games like Rising Storm 2, playing forever.
Yes, but paying R300, I expect at least to be able to use my ships and items. If I pay R300, only for 90 days to play and they lock me out, then I'm not so happy, because I feel its too much to pay. It will cost me R1200 every year and I never, ever spend that much money on a single game before.
I do have a simulator like TS which I spend a lot of money already, but at least I'm keeping all of my content and its not locked after the period is over.
I don't mind spending money, but at least let me use the items I trained for after the period is over. To lock me out is money grabbing style. Its like the Office license, you pay every month, miss payment and you can't use it.
I'm not accustomed to "renting" games. I buy it and I play it as long as I want. "renting" software is hideous to me and I can't grasp that concept yet, unless I have money growing on a tree.
I think you're looking at it all wrong. You aren't paying to "rent" the game, you own a license. I don't know if new players pay for that license but I certainly did, I have a reciept that reads "1x EVE Signup @ 5.00 USD = 5.00 USD".
Subscriptions aren't "renting" games, you own the game. What you rent is access to that games servers so you can enjoy the game to the fullest extent and the developers are able to keep the lights on and keep on producing updates and expansions.
It's kind of like having a gym membership. You pay to come in and use the equipment whenever it strikes your fancy. The only difference now is that when you stop paying the membership you can still come in but you can only use five of the machines, the rest of them are behind an impenetrable glass wall with a door that only opens for people with active memberships.
For the record WoW, which also has a similar F2P model, locks your characters if they are passed a certain level if you don't have an active sub. At least EVE lets you use your all your characters, even limitedly.
Unfortunately, I don't own any form of subsciption based software, contracts, insurance, etc as I cannot simply afford such things in the long run.
Maybe I'll come back to EVE once I have a stable income and the price to play EVE is negligible. But at the moment, this is too much for me to have and I cannot simply buy something which will stop me from having access once I stop paying.
And EVE is quite pricy compared to other games I've seen and played on.

I'm the one that's toxic here? Really now? So let me ask you, when your car insurance runs out do you go to a car insurance center and complain about your lack of insurance DESPITE the fact that you USED to pay? Do you even read what you write?
If you can't afford 15$ a month then you must be underage most likely.. Anyone with a decent wage can pay for EVE, literally anyone.
You should go back and actually read his posts. The cost of playing is different from one country to another.
For some perspective, $15 might not be much in the US but in other places it can be a week's or even month's wages.
