other wize its in the storage of the station where you bought it from like all things
I now have to buy it through steam as the main ccp page says so and will not let me do otherwise :S.
Paid with paypal and have the reciept to prove it and that the transaction went through.
ALT C shows my normal amount of plex with no additional added.
ALT Y shows no redeemable items on the account i purchased it for.
No options at launcher to redeem any plex or other items.
Any ideas?
i log on this morning to be shown a message telling me how to cancel the dispute through paypal and that my steam account is limited.
Im told by steam in the message how to go to the main paypal page and cancel the dispute as if they are paypal themselves and then at the end i get this gem:
"once the dispute is closed and the funds are released back to steam, your content will become accessible again"
the word "AGAIN" is what gets me as i never had the item in the first place. so if i cancel the dispute through paypal how do i know that steam wont just say we sent you the item.. its not our fault it hasnt arrived, speak to ccp and tough luck.
no the items arent in the plex vault and no they are not in the redeem system still.
so i put a hold on the paypal transaction.
turns out after speaking to both steam and ccp that even though i purchased my account through steam, it isnt a steam linked eve account. what i purchased was suposidly a game key despite it not saying this on the sales page 6 years ago (otherwise i would of just gone straight to ccp).
what this means is that any plex i buy through steam will not be linked to my account and even though steam will take the money for it ccp will not get the order to credit it.
this is the reply from ccp:

Hello there, GM Sirius here.
I will kindly explain what happened here. Your account XXXXXXX is not a STEAM account. Even though this account was created with a CD-Key purchased from STEAM, this was before EVE was actually integrated into the STEAM platform. Your account behaves as a non-STEAM account and any further purchases should take place solely through our website instead of STEAM.
With this said, the PLEX purchased through Steam were not credited to your account. After checking the transaction in question however, I have also noticed that you initiated a charge back in PayPal. As such, PayPal will now be in charge of the refund.
For future reference, please purchase subscriptions or PLEX only through our website.
If you have any further concerns, please let me know.
Best Regards,
GM Sirius

i showed that message to the steam rep and after i released the paypal funds they refunded the amount back to me.
i do remember though logging onto the ccp eve website to see how much plex was on there and was greated with an advert screen telling me if my account was purchased through steam to buy my plex from steam...... go figure.
so in short i wasted nearly 2 weeks of time trying to buy an item i couldnt use due to a lack of information provided. of course the act of putting the paypal payment on hold until it was sorted also made steam limit my steam account until the dispute was sorted, meaning i couldnt buy any games for myself or others xD
