Considering your temperature doesn't drop, the game probably considers that you're still in a base (Delta Base most likely).
Fixing the issue can be done with the command "warpforward", but I see you have the game on Steam, so you probably care about the achievements. Using commands disables the achievements in the save file.
I can fix the achievements if you find me on the Subnautica Discord.
Losing damage at the same time as entering in the water has been tested multiple times without any success. I'm pretty convinced this bug is due to Delta Base but I could still be wrong.
I would lilke a video beginning with Robin swimming though. If you can effectively replicate this bug by taking damage.
Actually I could reproduced when I jumped off same place several times loading save data, but it was also happened when didn't collide.
In other words, I was wrong.
FYI, now I can swim again by open/close door of Delta Base.
