Is anyone else unable to activate console commands?

I’ve looked all over the web for a fix to this problem, and have found none. The box doesn’t appear when I press F3 and my current idea is to keep switching through resolutions hoping one fixes it, because I don’t know what else to do.

I'm in the same boat. No amount of google searches has brought up anything relevant. Currently clipped into a wall after dropping inventory. Sure would love the console to teleport a few feet.

Shift + Enter will open console.
