You do not start with the Habitat Builder, nor is it unlocked by default. It is in multiple fairly obvious location that are "necessary" though the reality is that you could theoretically play for dozen hours and not find it if you simply don't pursue things that the game naturally pushes you toward. Also, you could just visually miss it, nothing forces you to pick it up.
Yeah Xeril I had guessed, it's also how Subnautica 1 works! But thank you you both, it's what I wanted to hear :3
On the plus side, it is possible to complete the game entirely without actually building a base at all. I just completed a game where I did just that. Everything with done out of the lifepod and the Sea Work Vehicle. Once you get a storage module and a fabricator module on the truck, it's basically self-sufficient. The game feeds you many batteries and power cells, and as a bonus, you'll find that the ingredients to make upgraded batteries aren't terribly difficult to find either with a little curiosity.
The point is not to brag, only to reassure you that if you just play the game and follow the story, you will eventually run into what you need. Don't get too sidetracked by a wild goose chase unless you really want to.
I just found the builder, thanks! I was worried mostly because in S1 you've the blueprint as soon as the very beginning.
