I found the plant inside the biome I have cut it but I do not get the synthetic fiber as it is done ?

This one was a pain. I had to go to the SN:BZ wiki. You have to pick up a Synthetic Fibers object in the Frozen Leviathan cave way to the north of the purple forest in the Glacial Basin zone. That unlocks the blueprint, then you have to go to the polar opposite side of the map, swim inside something you don't think you should be able to swim inside to find the 1 plant in the world from which you can make the things.

IIRC, this is even more difficult than it sounds. If you don't use the one you find to make that seatruck depth module, you'll be using an MK1 (max depth: 300m) to try to get access to a thing that's 400m down for that reagent and dodging an angry squidshark while you do it. I really dislike this kind of gating, but it seems the SN:BZ devs have decided that all progression-critical items are going to have this kind of "deep, dangerous dive with no directions" hoop to jump through. I seriously wish they'd rethink that.

There's godmode console trick and the game will have an easy mode for you when it comes out, or you can just give yourself the blueprint with console commands. I like this and wish it was 10x harder of a game imo.

When you cut the creep vines and convert 2 of them you get Fiber Mesh, not Synthetic Fiber... And (@dmitry) yes: 1 part of it's recipe is only found in Vent Gardens as it is considered a mid to end game resource.

Vent gardens are those big-a$$ jellyfish like creatures with a mini-biome in their "head". If I remember correctly one is south of Delta dock island. Looks like we can enter it now, as that resource is inside of it...

No: for Synthetic Fiber you need Ruby and Spiral Chunk, the second one is harvested from a plant called Spiral Plant[subnautica-belowzero.fandom.com] and they grow inside Ventgardens[subnautica-belowzero.fandom.com].
