The standard response applies. The game's done. They're not adding new features. At best we might get some bug fixes but it'd have to be pretty extreme because the devs are quite well aware that when they patch, they break mods and that's a real issue for a "mature" game well outside its development life cycle. Few modders keep up with it, so it'll just tee off a lot of players rather than make them happy.
It is however, a good idea that should be considered for the new game they're working on. In SN/BZ, an ideal way to do it would be to have it be an equippable module that would fit in where the compass and scanner module currently sit. You'd simply choose to equip the music module instead of one of the others. The catch with doing this is that now you have to figure out how to make the UI work in a way that doesn't feel cumbersome or annoying for the player. It's a bit more complicated than it might appear. It's something that can be done if you plan for it. It's much harder to mod it in. So, keep hope alive. Keep talking about it, and perhaps the devs will put it in the next iteration.
Really don't understand all the requests for in-game music in various games. IRL you listen to audio devices next to you, the music doesn't play inside your head (virtual or otherwise) - Or you can wear headphones/earbuds as you would IRL.
