For a mix of land/sea/and air - take a look at Grounded. The Pond biomes allow plenty of underwater exploring. It has an excellent mix of survival, explore, build, conquer, and research, as well as the base building components. It is a lot of fun.
Also, I thought NMS is an excellent game. Never experienced the disastrous release, but the latest version is great fun. It's space, if that floats yoru boat, you may also want to try Stationeers - awesome game - my biggest "time waster" besides Rimworld.

if you click on one of the water games, you can click on the underwater tag in the righthand side to get a list of underwater games.
If you like horror/thriller I also recommend SOMA (from the creators of Amnesia).
SOMA has a great story and captures the horror of being deep underwater, but it doesn't have a lot of action and it's not an open world. It's still a favorite of mine simply for the story and atmosphere.
