I don't know, I made it to 'pilots last known location' (to avoid spoilers =P), omega, and many others with the basic tank thanks to all the oxygen plants.
I suppose hypothetically you could make a ridiculously long system down to the depths of the ocean, but by the time you gathered and constructed it... whew. And it would only just let you down there unless there were surrounding plants. And all that time spent, you could probably have found a vehicle or tank or built a simple base in the mean time :)
Granted, if you wanted to just for fun to spend all the time and resources just to get to a point down below, I say do it and have fun. That's what games are all about -enjoy it! But practical uses? Unless I am missing a trick to it, I can't see one.
So deciding to craft some pipes in BZ only for them to be a million individual pipes felt very petty. "Oh well I guess I'll just make some spare lockers in the-oh right storage space in the Not Cyclops is terrible so it is a waste to bother with that too"
Pretty much this. I've found it helpful in SN and BZ for exploring around 75-150m depths. 5 pipes is what, 25m? Still useful even after you get an extended tank and a seaglide. Though I did make the extended air tank fairly quickly.
It's not very useful though, no. It can be handy when you're going to the twisty bridges for the first time for the high capacity O2 tank and rebreather blueprints. It's not needed by any means but newer players might be more comfortable with it.
They can be used as a way to mark areas, if you don't want a beacon. But light sticks are better for that.
The only other use I've come up with is part of a large garden of exterior growbeds. If you feel like growing a lot of plants just because, there's no brain coral and no base-attached pump anymore. Which means your garden will require you to go in and out of your base repeatedly which could get annoying or to go to the surface, which might not be super close depending on where you build. But if you're not too deep, you could pump air down to it.
Really sum up the experience.

Might as well carry a second air tank considering the bulk of pipe spam, and needing a sea truck to lead pipes down from the surface to a deeper base in a timely manner just further rubs in the punchline. And even that has "Or just say ♥♥♥♥ it and go back into your base." because of the extra steps needed.

too much time and mats to use, and by the time you do get the mats, you have a real base.
