I think the seatruck was meant to show that people who sneak around undercover on the planet and do not sell their soul to Altera, do not have the technology and resources to travel and live in style.
Also the developers wanted to show they can do something new.
I wonder if the Seatruck is the creation of the same developer who made the previous vehicles in the first game.

It's such a small detail but it was a satisfying one. Lots of little details were lost in this sequel.
Best thing you can say about it is "it works".
I hated the Cyclops in the last game because it was too big, slow, and hard to maneuver. I modded it in the last game which made it slightly better but I barely visited it.
I didn't like the Prawn Suit until I modded it in both games. The way it sinks to the sea floor and can get trapped without a modded extra-length grappling hook is infuriating.
By far the worst vehicle for me in the games was the Snowfox, which was hard to maneuver, slow with sporadic speed-ups, and worst of all seemed to attract more worm attacks than ever even with two Ice Worm Attack Reduction Module upgrades. It was blown up by the worm almost immediately, and I never created another one, since running around on foot was easier, and I was attacked less.
I liked the Seatruck because it was a compact, modular vehicle, but I modded it to remove the speed reduction from attachments, because why would I want that? I really liked that I could strap the Prawn Suit to it and bring it with me. I didn't build any other modules other than the Seatruck Docking Module because the game was so easy that I didn't see why I would need it.
Granted, in this game the same could be said for the Prawn this time around. I never felt any reason to use it since the Seatruck had spoiled me all too much .
What trouble? It was basically a mobile base that was easy as hell to get all the way down there in a single go. Slap the power generation module on it and a recharger station in it, and your Prawn has an easy way to repair and recharge anywhere.
You realize you don't get the parts for the thermal power module until having gone there for the first time? And I seriously doubt you'll be staying in that zone long enough to run out of vehicle power which is easy enough to fix by bringing spare cells.
Like I said, no point in bringing it there.
You build those shock pylons to attract them to those, this means that the worms react to vibrations. Somehow it's easier to traverse the land by foot and prawn suit as you're getting attacked less in spite of the weight of the player and the massive prawn. The vehicle that SHOULD create the least amount of vibrations attracts them like a magnet though. Why is that?
There are inconsistencies and poor decisions all over the place.
