Hidden "radio" under communications tower?

So first off, I already finished with the tower, it's turned off. I went a different way down and found a cave full of gold rocks. There's a tiny cave you can send the little mini-pengu into to collect some diamonds inside. Turns out there's also some hidden Alterra machinery here too. There's something that I THINK is a radio, making a regular beeping pattern with the top spinning and a blinking red light. I can't figure out how any way to interact with it though. Has anyone else figured this thing out yet?

I'm pretty sure its a beacon of sorts to let the player know that you can send the Penguin robot inside

This is correct, it's just a thing that lets you know that you can send the spy bot inside to get items.
