Where is picture frame (blueprint)?

I do not found the picture frame. Google said that it is in Omega lab, but it is not true.

Based on Youtube videos (I can't remember from my play through), there is no picture frame in Omega lab. If there was at one point, it got removed. Either that, or someone is confusing the scannable and buildable picture frame with the framed picture (of Sam and Danielle) you can pick up.

Edit: Finally found a video that wasn't from the last few months. Yeah, the picture frames in Omega lab are gone. That seemed to be an Early Access thing, from back before they changed the lab to be destroyed (apparently it used to be fully intact). They got replaced by the lootable art pieces in the bedrooms.

I think you can find one in Phi Robotics, if not, it's at Outpost Zero.

I found one in Phi Robotics. I believe in the bottom left building with the sleeping quarters.
