Cannon and grav trap can be hard to find more than one or two for some reason.
Propulsion Fragments will be in remaining Sea Monkey nests you have not found. So scour all 3 Arctic Forest caves then go to Lillypad Crevices to search those Sea Monkey Nests.
Still no idea why they put Sea Monkey's in that area.
If you're in EA12 (latest stable release), all I can tell you is to keep looking. There are fragments all over the place, both in the sea monkey nests east of the starting drop pod and in the ones SW of there. You'll be diving 80-150m down to find them in the kelp forest caves.
I'm not sure the repulsion cannon is still in the game. It was in EA11. I haven't found it in my EA12 playthrough. I know the stasis rifle was removed to promote the non-combat design decision. I'm assuming they removed the repulsion cannon for the same reason.
Propulsion Canon can be used to safely grab Symbiotes, other fish and outcrops easier. Can be used as a projectile weapon. And be used to remove rocks blocking Lithium/Magnitite ore veins on land. Used to access Phi Robotics lab secret stash, and used to move objects around your base to decorate.
