Builder tool? Plz help

So i have now played on a new world after the update, can someone please tell me where i find the fragments or how i unlock it is, im at the stage where i have half the blueprints but no building tool XD

Builder Tool Fragments can be found at: The Koppa Mining Site, On top of a cargo container right next to the Delta Station, On the floor of one of the Twisty Bridges Tech Sites, and at Outpost Zero.

why did the habitat builder get removed from twisty bridges? It's needed early in game to make a basic tube&lockers for mats. there's no need for the repair tool laser cutter , propolsion cannon , all of which are closer than the build tool now. I don't understand it.

The twitsy bridges builder has not been removed. It is still there: 315m south-southeast of your life pod, at a depth of 125m. Scan and enjoy!
