I'm sorry, I have to laugh that the very next thread under this is "I found mobile vehicle bay fragments!"

If you running experimental beta, load up a new game to ensure they are spawned properly, and keep exploring, search areas you may have already explored. If not, be patient, next major update is in a few weeks.

I have your solution... use your scanner and scan the sea monkey nests. Somehow maybe a glitch, after I scanned the sea monkey nests I had the blueprint for the mobile vehicle bay... takes 2 different nests once you find the first fragment.
