Game is finished...
Content wise it is, sans the ending which is what jlordings was talking about.
Game is not finished. It needs a final update that will, among other, deliver a game ending. I forgot when is the final date but it is in May.
Ok so I checked the final game release is 14th of May.
In addition to what I already said above, I have played the game up to the point when the story has progressed as far as possible before the final update.
The game is very finished, there are no "holes" anywhere, except for maybe few items having question marks in stead of icon. If you can not do something you should check on line for solutions, it might be you probably missed something not that it is not existing. For example (no spoilers don't worry) I did one story line a bit late and found a leviatan cure by pure chance, So you really need to listen to audio logs, pay attention and use your brain to figure things out.
