Edit: Though found out you can at least send the PDA by itself from the other posts.
Leviathan is located deep under the glacier. Look around the horizon for the large flat area of glacial ice. It's way deep underneath. There is a large cavity under the glacier and the dead leviathan body is sitting on the ocean floor there. I reached it by disabling the need for oxygen (console commands) and swamp down there. Alternatively, you could spawn a Prawn ("spawn exosuit" in console command) and just walk down to it. I slashed it with my knife and got the sample I needed, didn't even use the specialized tool (likely will be worked on by the devs).
The data needed at Research Base Omega is there, but it's glitched under the table (maybe intentional sense the mission isn't finished yet). I think I found out the name of the file on the fandom wiki and used the command console to spawn it in front of me.
Enable console commands by pressing F3 and ensure that "Disable Console" is not ticked. Then just press the Tilde Key "~" on your keyboard (may be different based on regional keyboards)
If you wait long enough after sending the sample from the leviathan there is another request for something, and a tease that might tell us what is going to happen mid game. When I sent that requested item up instead of more dialog it says "censored for early access".
This was in the experimental branch, not sure if that dialog is in the initial release.
