All I have found has pointed to Oct 31 content complete. Which only means that the content will be in but...will still have to get tested in both versions. Personally Oct 31 I feel is not written in stone, they are trying to get it out, I would still give them leeway into early Nov.
As stated in the timeline, after update starts the polishing and final touches and fixes.
We are getting there!!! Can not wait for next update!!
