This is the only timeline statement I could find;

https://unknownworlds.com/subnautica/below-zero-roadmap-rebooted-release-timeline/

Here is the update history as well;

https://subnautica-belowzero.fandom.com/wiki/Update_History

All I have found has pointed to Oct 31 content complete. Which only means that the content will be in but...will still have to get tested in both versions. Personally Oct 31 I feel is not written in stone, they are trying to get it out, I would still give them leeway into early Nov.

As stated in the timeline, after update starts the polishing and final touches and fixes.
We are getting there!!! Can not wait for next update!!

The content complete section of Favro has an additional sprint 9 that points the stable release to early November. They likely won't release another stable version until they fix the highest priority snowfox bug, since the point of stable version was to have as few game breaking bugs as possible.
