Oddly enough, I get the same performance as you on 720p, and I have a significantly weaker system. On a g4560 and GTX 1050. Everything enabled on the Advanced video settings, SMAA enabled: resolutions 720p and below get 50-60fps, mostly hovering around 57.
Only time I start to dip below 50 fps is when Increase the resolution past 768p, which is understandable given that I'm below system requirements (I've refunded the game in the meantime, not because of the performance, but because I don't like the constant nagging upon startup that I don't meet the requirements.)
with SMAA x2.. strange that you pef problems? What is your GPU % usage? maybe there is a bottleneck some place. That said, your 6600k should be more than enough.
(game yells at me each time i start up because my 7980xe is to slow :P.. It doesn't see the OC)
man, some people should not be allowed pc's if they cant trouble shoot such dumb things like this
come on, use your brain. no other option in games makes the frame rate cap at a fixed point other then vsync.
I heck even then... i just booted this game up to test it. ran perfectly fine, max graphics, 1440p res, 100+ FPS, smooth as heck. vysync on or off , i had no problems, and im using a 165hz monitor

I have a bad experience with their video drivers over the last year.
And since there are ppl playing this on ultra with a gtx 970 on a 4k screen....

Using a GTX 1060, i5-6500, 16gb ddr4 ram, windows 10. Running it on a SSD/HDD doesn't change my performance either.
This worked on forza 3 and forza 4 and works here as well.
