It isn't second party. It's first party owned and published, and third-party developed. Insomniac is a totally independent studio (that overwhelmingly makes platform exclusive games for some reason).

Well cross-play platforming(such as psnow application I heard a rumor that in future it will emulate all older sony/insomniac games(for example) ips' in the future) exists nowadays anyway.Perhaps if Epic Games Store could be created much earlier then probably we would see also pc port then. By the way it was always Sony's Playstation exclusive. I also heard PS5(probably the final Sony's console the last from 9th console generation and according to ubisoft then pc streaming might come out such as Google Stadia) will emulate all ps1,ps2,ps3 and ps4 games(backwards compatibility).

yeah including such a thing such as called reverse engineering some ratchet and clank might use as fanmade pc port for example unity to import all ratchet and clank level maps from classic ratchet and clank trilogy

It's up to sony because horizon zero dawn is coming to pc on August I don't know what this means but more ps exclusives are being ported to pc now these days.
