Why is this not PlayAnywhere?

I have the game plus all the DLC on Xbox One, but the Windows Store is asking to me fork over $20... lame

Hey Mawthra, thanks for asking, I'm sorry to ear you are disappointed. Xbox Play Anywhere began in 2016 and has been a big part of Xbox’s first-party commitment. Sunset Overdrive launched in 2014 prior to the program’s start and is not compatible with Xbox Play Anywhere. While Sunset Overdrive was available on Xbox One, it was not originally planned for a Windows 10 or Steam launch. We wanted to bring the game to Windows 10 and Steam for fans of Insomniac Games who were not able to play on Xbox One when the game launched in 2014.

I was also disappointed it wasnt Play Anywhere as i already own it digitally on XB1. With that said the price is good and I get to start from the beginning earning Steam achievements and cards so its not all bad.

Even if cross-buy isnt a thing, you could still have cross platform multiplayer via Xbox Live since FFXV UWP does that
