I have it running on a Samsung SSD. Also it seems Batman AA is running at 30fps too and it's barely touching my resources so I'm starting to think it's NVidia related.
You shouldn't need to turn Vsync on in game to stop tearing as this game doesn't have exclusive fullscreen. Fullscreen seems to be pretty much borderless windowed.
Usually I have to turn vsync on or put it in borderless to stop tearing but I haven't seen any in this game at all.
