Shelter Defense wont start?

I have the shelter defense quest, and it is on step 3, activate the loudspeaker. When I do so, the monsters dont spawn, i have tried this at multiple shelters, can build 5 machine guns currently...I spam e for a while, still doesnt help...any suggestions?

Are you actually activating it? Assuming I'm remembering correctly, it isn't a quick press; you have to hold the use key for a short while.

Some notes:

• Generally the shelters are easiest in the east/right, and harder in the west/left.
  
• Each shelter has an inventory chest (but not campfire) just by the entrance. So you can easily drop off your loot without having to leave the shelter.
  
• Each shelter has one more CPU somewhere (usually in the deepest part).
  
• Shelters have monsters, but they never respawn
