Pretty sure the next game, Dysplaced, allows both genders but it isn't out yet.

Game's protagonist is predefined for story reasons and game contains lot of assets, artwork and voices that portray the MC. Also game was designed as single player game originally. They did manage implement multiplayer using remote play together feature late in development but it has lot of limitations. Creating entirely new female model just for multiplayer was unfeasible for them as they lacked time and resources for it which were better directed making DLC's for the game.
Their next game, DYSPLACED, will allow you to create your own character and is designed to support multiplayer from ground up. It seems it'll still be up to 2 player co-op though as store page talks about bringing a friend and game allows another dysplaced being to share the world with you.

Yes they did. Game had no multiplayer capability originally remember and they had no programmer experienced in implementing multiplayer so that was out of the question. Devs however found that they could implement multiplayer using remote play together with minimal changes to the game, so they did.
